WHY SB 5444 AND HB 1410 ARE SO BAD
Funding
- · No funding contained in the bill (totally unfunded mandate).
- HUGE impact on ALL staff!
- · Immediately eliminates I-728 funding.
- · Immediately eliminates levy equalization dollars.
- · Will result in expensive changes with less funding to system than ever before.
- · Ignores the value of classified staff to public schools.
- For example, fails to fund learning improvement days or other training for classified staff.
Certification
- · Ties student test scores to the ability of the teacher to keep his/her license.
- · New certificate model with a complicated 3-tier system.
Evaluation
- · Mandates a peer evaluation system for maintaining licensure.
- · Pay linked to performance as evaluated by National Board certified colleagues.
Compensation
- · TRI linked to time only. Supplemental contracts shall only be for Time worked outside of the regular school day or year.
- · Adds 10 days to the work year, all district controlled.
- · TRI paid at the rate contained in the base cell of the salary schedule (not at personal per diem).
- · Only National Board certified colleagues can advance to the final step of the salary schedule.
- · ESAs can’t advance to the final step given that there is no National Board for ESAs.
- · Educational advancement delinked from salary schedule advancement. It is merit pay.
- · Masters degrees no longer recognized for salary advancement.
